Gregory Maxwell is behind it. He said in an email to me yesterday: "Yep. I made a list of everyone accounts that haven't voted but could vote , and I'm using "email this user" against them.. Well, my computer is. :)" It's mass-mailing, certainly, but it is targeted, so I wouldn't call it spam.
