Why are you assuming there has been not even a slight
effort to convince people? 

That is: read the policy talk page

Perhaps before you criticize people for coming here
with a problem you could ask them what steps have
already been taken.  Then you will be better informed
to make reccomendations.  A slight effort to convince
people has had no effect.  If someone can come up with
actual numbers of people who are currently editing
en.WP as anons with non-latin usernames in their home
wikis, people might be more willing to listen.
Although at least one person does not believe it is a
hardship to ask these people to log out to edit en.WP.
 Information about how exactly user creation logs will
implemented would also help the discussion progress.
