Hoi,
There is indeed funding for WikiData. Programming will start within two
weeks. WikiData will be a buildingblock within the MediaWiki software.
It will indeed enable new projects.
Initially there are two prime candidates for Wikidata: Wiktionary and
Wikispecies. The implementation of "the ultimate wiktionary" is part of
the implementation of Wikidata.
