Let's say a legal meteor hits the wikimedia.org servers in ten minutes.

1. How long until a readable copy of the Wikipedias is up?
2. How long until an editable copy with all the usernames on each
    restored is up?

These could be anywhere in the world. Let's count a copy on a
different domain name as being 'up' for now.
