<div>In Austria last year we had a https://commons.wikimedia.org/wiki/Category:Images_from_Wiki_Loves_Monuments_2015_in_Austria_not_for_prejury The photographers themselves decided to put pictures there to relieve the prjury. Of course these photos did not reach the jury too. But that did not mean, that they would not be part of WLM 2015. The category should not be mixed up with disqualified images. I think that is what Lodewijk meant. </div>

This can also make communications with other local organizers in the following years easier. The international team can encourage the use of one global category for these purposes. I'm curious what other's think.

<div>I'm adding the Montage and WLX folks for their feedback. From the jury tool's perspective, I see at least two options:</div>
<div>* The tools be able to exclude photos by category, the same way they can include photos by category.</div>
<div>* Hardcoding one global category that the tools will use by default to exclude photos submitted as part of the contest.</div>

<div>Would it be helpful to create one category on an international level with excluded images (because of copyvio, or because the uploader is out-of-competition) so that the jury tools can directly draw upon that? You could put national out-of-competition categories immediately into that.

and they do not even get to the jury to evaluate.<br/>

Usually we just give the usernames we want to exclude to Ilya, who removes the images smaller than 2Mpx and this kind of images at the preliminary stage.</span>
