We should propose a civility patrol. It would not require anyone to be
an admin and would just give people a heads up that they are being
uncivil. No judgment on the validity of somebody's argument, just on
its degree of civility. Possibly along with a "ticket" describing the
degree of the incivility on a scale of 1 to 10 and maybe a description
of its nature.
