You can install Chatzilla for Firefox as an add-on for free (
https://addons.mozilla.org/fr/firefox/addon/16), alternatively you can use
any of the other free software clients listed at
http://en.wikipedia.org/wiki/Wikipedia:IRC_tutorial. You can connect from
within a web page, though I have found Chatzilla as a standalone program
best personally.

Freenode, the hosting service, is as it indicates, free, and functions
through donations.
