In that case, it would also fail the "independence" aspect of WP:N.  
He'd still be a reliable source on the dog - just no longer an  
independent one for the purposes of WP:N.

On the other hand, if he engaged in detailed and direct discussion of  
his neighbor's dog, and then some other reliable source also did?

The dog would at least meet the bare minimum of WP:N. Which is, it  
should be noted, necessary but not sufficient for inclusion.
