How about a two-tiered approach.
IF you want to create an article yourself, do it in your userspace.
IF you want to build a stub with collaboration do it in DRAFT space.
Either way, once it's ready for prime-time it gets moved into main
space.

Whether it is communally editable should be at the contributor's
option,
perhaps by putting the page into a category to that effect. The user
who just wants the time and space to develop a more complex article
would still be able to do this in peace.
