Section 4 does not necessarily encapsulate all uses of Section 2, nor vice  
versa.  Otherwise there would be no point in having them in separate  sections.
 
I'm not willing to try to impose rules upon mirrors unless we are  consistent 
and forceful.  If we're lackadaisical about it, then we created  that problem 
by doing nothing.
