[WikiEN-l] Fan sites?

[[WP:EL]] can be reached by [[WP:FANSITE]], but I see nothing on the
page specifically mentioning fansites.  How are these to be treated?

(The specific case I'm looking into is the four edits at
<http://en.wikipedia.org/wiki/Special:Contributions/76.87.38.221>.  I
have already reverted one of them.)
