There is a common view that they are going to upload the image, but
they have to find the "right" tag. The idea that some images shouldn't
be uploaded is a foreign idea to many people. This makes sense, as
that situation isn't seen in many other websites or communities.
I think for a lot of people they might even know that self-created
isn't right, but it's the *most* right, and the idea that if none of
them are right they should give up and delete the image is very
strange.
