Not only is that proxy not operated by Wikipedia the English edition
blocks users at that proxy from editing:
http://en.wikipedia.org/w/index.php?title=Special%3AIpblocklist&ip=64.191.70.133

If you'd be willing to provide contact information for right
authorities (probably the IT department) for your school to me
privately I'd be glad to get someone to contact them and sort this
out.

It may actually be that the computer you are using is configured to
use that proxy. Do you get that message about sites other than
Wikipedia?
