[WikiEN-l] Anonymous page creation will be reenabled on English Wikipedia.

"Random drive by viewers" i.e. anons would see the sighted version (the
stable one, the one reviewed as without vandalism, the flagged one).  Logged
in users would see the current revision, whether or not this is sighted.
