Yes, it's the new WMF fundraiser.

Unfortunately, it is hardcoded, and cannot be removed by en.admins, but
User:Krimpet has added a dismiss button to Common.js now. If that
doesn't work, add div#siteNotice {display:none} or table.fundraiser-box
{display:none} to your monobook.css (depending on whether you want to
hide all future sitenotices or only the fundraising ones).
