That's an interesting suggestion. Ad-hoc committees, especially if 
randomly selected somehow (to avoid having the most interested parties 
pushing themselves on) would have a few advantages. I personally 
resigned from the arbitration committee because it's a big time 
commitment with relatively little benefit---I'd rather be spending the 
time writing articles, or doing something else entirely. But I'd be 
willing to help out with a case now and then if asked, since that's a 
much lower level of commitment.
