It seems that you are mixing purpose and practice. What you say is 
certainly correct about purpose, but you forget about the prevailing 
sourcing mania and that some people don't even like sources that are not 
conveniently available on line.  If the subject of an article maintains 
a website it would be absurd not to link to it.  No, we do not "require" 
it, but it does make the article a lot better.
