That goes to nfd_nomForDel() which is defined at
http://commons.wikimedia.org/wiki/MediaWiki:Quick-delete.js and
included in common.js on Commons.

We could *easily* make something exactly like this (to "AFD this
article") available to everybody on en.wikipedia but I really think it
would be a bad idea.
