What conspiracy is it that you think I believe?  That a bunch of
people got together to create a secret list where they could
investigate editors, coordinate activity, and present evidence to a
pre-screened group of administrator and arbiters?

Last week I called that a conspiracy theory last week.  Now it appears
to be a sad fact.
