No.  Hell, no.  IAR is not a policy with jurisdictions and interpretations.  IAR is a principle, a philosophy, a guide to action.

IAR: if the rules get in the way of improving Wikipedia, ignore them.  Ignore all rules, including this one.  Do the Right Thing, and if the rules agree with you, all the better; if they don't, well, who cares?  IAR means, do what you think is best for the project.  If you're wrong, cop it.  If you're right, it doesn't matter what the rules actually say.
