Shouldn't it kind of work the other way, that a blacklist entry goes
unless there's unambiguous consensus that it stays? I can understand
saying "Okay, in an emergency, we act first and discuss later", but it
hardly seems right that if there's then no consensus to keep it that
way it stays anyway.
