That would be a policy question, up for normal consensus determination...

My opinion on the topic would be anyone who has been around for a
month and wants it, and who doesn't turn out to cause problems with
it.  "We took the material down and restricted access to staff,
administrators, and a small set of other known users...".  As long as
we restrict access "enough" to deleted info then liability concerns
don't really care if a few of the people who can see it aren't
wikipedia "Administrators".  If it is truly more sensitive than that
then it should be oversighted.
