I would say we should start by having it be strictly optional in all 
cases.  In many cases, admins will choose to do it, but for now I think 
we can start with the soft approach of just offering it as an option.

There is virtually nothing that would need to change about current 
policies before a start could be made.  All that is needed is some 
standardization of practice.
