I got this on my user talk page today

Which is an issue I was already informed of

I am ***certain*** we discussed this issue.
And I am 200% certain I deleted the image. Yet, it is back up and I am 
again informed it is an orphaned-non free and it should be speedy deleted.

I do not get it... errr, a mad electron ?
