The Dutch Wikipedia was  started on June 19th 2001n according to
http://nl.wikipedia.org/wiki/Nederlandstalige_Wikipedia.

In their defence, a large number of refs can be a sign of OR. Bringing

The main argument against was readibility, not OR.
