I do think it might help a bit. The number of editors who take part
in policy discussions and process pages is relatively low in any case.
In connection with another matter, I'm sending my scanned passport
off to Wikimedia in a few days anyway, so it isn't as if we don't
already require it for some functions.
Would it help? Well I don't know overall. But it would make
accountability better.
