Anyone can *use* Wikipedia under the GFDL.  Editing on the website is
subject to  operational needs, conduct policies, etc, but is in
principle open to all.  However the aim of allowing editing is *not at
all* to provide any kind of service to the person editing, but to
enable him to perform a service to the website and, through that, the
wider community of users of Wikipedia content.  If somebody's edits
don't provide such a service, Wikimedia obviously doesn't have to
accept them.  It really isn't Myspace or Facebook.
