[WikiEN-l] Proposed change to "Naming conventions (common names)"

After discussing this with a few users at various locations, I've proposed a
significant amendment to the "Common Names" naming convention.

To sum it up in a gist, basically the amendment comes down to solving an
age-old debate about "accuracy" versus "popularity"
