Exactly.  Then what you have is not consensus but a form of bullying.  
True consensus comes from finding a position that all will agree to on 
the merits of the situation, not from wearing down opponents into 
exhaustion  If people abandon an issue it may just be that they don't 
have the energy to deal with the POV pushers.
