Speaking for myself (and, I think, a number of other users), I
completely trust your and the other mods capability to judge whether
or not a post contains personal attacks. Ask him to state his case in
a more civil and neutral manner, and if he does so, let it through.
Not using personal attacks is the most basic criteria for being
allowed in the conversation, and if he can't do that, he shouldn't be
allowed to post.
