A publisher provides content to the public. An ISP provides an
internet connection to public. The difference is similar to that
between a publisher and a book shop. A book shop has nothing to do
with the content, it's just a middle man. A publisher takes the
content from the authors and prepares it to be read by the public (eg.
parses the wikitext).
