[WikiEN-l] Public Domain and Non-Commercial at the same time

Many of them appear to be official seals, for which an appropriate fair 
use rationale could indeed be given.

Others, like this:

can and should be deleted immediately and replaced as soon as possible 
with a free alternative.


http://en.wikipedia.org/wiki/Image:Jinggoy.jpg
is a photo of a living, actively serving politician.  This is another 
one which should be deleted and replaced with a free alternative.
