Eh?  I read it as 80% of articles tagged for PROD are deleted, and then 
a quarter of those are re-instated, which I think makes it 40% of 
articles tagged as PROD are contested. (A quarter of 80% is 20%, added 
to the initial 20% not deleted.)

Do I have it wrong?
