The copyright situation of a photo is independent of whether it is a
"PR" photo or not. Air Force releases plenty of PR photos which are,
like all of its photos, not copyrighted and as such perfectly
acceptable for Commons. Their use in articles is restricted along
typical content guidelines, of course.
