The thing is that the article is about Paul Smith's organisation,
named "Safe Speed", and thus his organisation's claims and opinions
are definitively "on topic".  If it was a general article on road
safety issues, his organisation's claims might be removed as an
unsupported minority opinion given undue weight, but they can't be
here.
