I have seen cases where conflict has been instrumental in failuree of an RFA - this happens primarily when the opposing party in the conflict happens to be a trusted and well-respected admin/editor with mre activity. Oppose votes are too many in such cases and disproportionate to the offence involved. This could be despite the fact that the matter is not black-and-white but grey or that this person was a newbie at that time.
