Anybody, blocked or not, may request arbitration by mailing the
request to any Arbitrator.  I would think that mailing it to a clerk
would also work, and as a former Arbitrator I would likely forward any
reasonable request for arbitration I might receive to the Committee,
either publicly or privately.
