I've been saying something like this all along.  The law requires that 
the uploader be notified anyway.  Furthermore, all others who have added 
to the article have had their work deleted too, so they too should be 
notified.  A counter-notice can be issued by anyone; there is no need to 
have standing as there is to issue a takedown notice.  Better to make 
the text of all takedown notices public.
