The license is {{PD-USGov-Military-Navy}}, created by an employee of the
US Navy during the course of his duties.  I copied the SWFs from
https://ile-lms.nko.navy.mil/Details.asp?CourseRef=32077 , a CBT course
entitled "Surface Warfare Officer School (SWOS) Shiphandling."
