Amen. It seems like it would be easy to only grant uploading privs
to accounts active for, say, a month, and with at least 100 edits.
Sure it can be gamed, but the point is filter out the ignorant, not
the malicious.

It would be more fun to have an automated quiz, where you have to
answer some image-copyright-related questions correctly to gain the
priv, but also more coding.
