There's so much benefit to uploading them to Commons (improving the
status of Commons as a free repository, getting images used across all
of the Wikipedias, etc.), it seems almost criminal to not upload them
there.

That's my take on it too. Something which seems quite natural to a
bunch of US editors, steeped in US copyright notions and law, can
often be quite complicated when introduced into a more international
forum, without even taking into account language differences. But it
generally works out, eventually.
