Well obviously they are.  On the evidence page for the userbox page,
someone cites examples of several people who do precisely that, and
have absolutely clean block logs.  Nobody is hunting down these people
and preventing them from editing Wikipedia.  You were blocked, not for
being a pedophile, but for trolling.
