That kind of assumes people won't and don't get round clear-cut rules.  All 
I know is that they will and do.  If people really want to make a mess of 
their user pages, so that others referring to them will get no reassurance, 
they will certainly do that somehow.  For myself I'd take an axe to most of 
the templates, but treating it mostly as a fad that will pass is a better 
idea, for its nonsensical aspects.
