Well, it seems more that they are having some discussions over the 
precisely implementation, not over the policy in the broadest sense.

One of the things that I have enjoyed about travelling all over the 
world to visit with Wikipedians is the realization that people are more 
or less basically sane everywhere.  So I try not to panic about what is 
going on in languages I don't read.

There are some great Russian wikipedians.  They will see to it that 
everything is more or less ok. :)
