I think it's /possible/ he meant that if users have to spend less time
deleting articles that shouldn't have been created, they could spend
time editing rather than deleting.
I'd disagree with that, too; the kind of people who like going through
recent changes and doing janitorial work won't start writing; they'll
start doing other kinds of janitorial work. However, such work could
be more useful, granted.
