Maybe the second admin has evidence that the first admin is unaware of.  
Maybe the first admin was just acting in the heat of RC battle.  It 
folows that it is perfectly valid to act under a good faith supposition. 

It would not be appropriate to say that all these reversions are done in 
bad faith  That would in itself be assuming bad faith.
