Martin, I think you're confusing anonymous editors with vandals.
We're allowing anonymous users to edit so there's a low treshhold to
contributing.
Kill that, and you take away a large pool of users who just haven't
signed for various legitimate reasons.

We can deal with the vandals. Forcing valid editors to do something
they don't want to is a bad way to fight vandalism.
