Openness and compliance with agreed upon processes,
are easier to verify than "good faith".  Processes involving
evidence, rules and supermajority protections have proven better
than assuming the character of officials in large organizations
can be of uniformly high quality.  Of course, there has to be
a minimal culture or ethic of support for due process, that
doesn't tolerate short cuts, just because they "know" what
the final judgement will be.
