[WikiEN-l] Vandalbot range block

I've blocked 83.92.128.0/24 for 24 hours, as all four of the vandalbot
IP addresses I saw go by are from that range.  The range belongs to
TeleDanmark (tele.dk), and claims to be part of their ADSL IP space. 
The full TeleDanmark space appears to be 83.88.0.0/13, but since the
vandalbot appears to be working from the smaller space, I've only
blocked that.
