Alternatively, we could just let Jimbo go down the list and pick how
many arbitrators he wants. He would have to start at the top and work
his way down, but he gets to decide when to stop. I would be more
happy with that system, because it would be a reasonable balance of
power between him and the commoners (he couldn't just pick his buddies
to sit on arbcom) but it would prevent situations where, say, one year
not a lot of people run for ArbCom so Plautus Satire gets elected by
default.
